The African Development Bank Field Office in Nigeria (NGFO) has been established to strengthen dialogue between the Bank and the government, development partners, the private sector, and the civil society, in the design of its development policy and programs, as well as on implementation, monitoring and evaluation of the poverty reduction strategy. NGFO also seeks to assist the operational functions of the Bank Group in launching and follow up of projects and programs in Nigeria with a view to enhancing portfolio quality, identification, promotion of participatory approach, and regional integration. NGFO invites applications from qualified candidates to fill in the following vacant position. This is a national position and posting will be in Abuja, Nigeria.



Job Title: Education Officer

Under the supervision of the Division Manger OSHD2 and administrative supervision from Resident Representative, s/he will represent the Bank in relevant aid and donor coordination meeting. Exchange information on education sector related issues. Provide advice on joint activities in poverty reduction and related field with other International Organization.
To that end, the incumbent will carry out the following;

Duties and responsibilities
Initiate and conduct missions to identify, prepare, appraise and launch education projects/programs for Bank-financing and provide recommendations regarding the amounts, terms and conditions of the loans;
Review project documents prepared in the Education Division ( OSHD2) and provide advice regarding the economic analysis;
Conduct technical supervision of ongoing education sector projects/programs and contribute to the achievements of the overall departmental and Vice President’s Complex level KPIs by:
Monitoring procurement of goods and services and advising Burrowers on related Bank procedures;
Review, design and tender documents;
Supervise the work of consultants and contractors;
Providing assistance to loan administration department on disbursement related issues;
Ensuring that Burrowers submit quarterly Project Progress Audit Reports, Procurement plans and annual implementation plans on a regular basis;
Preparing Project Completion Reports and drawing lessons for future Bank Group interventions;
Preparing and monitoring portfolio performance reports for education programs or projects including submitting inputs for briefing notes and speeches
Contributing to the formulation and propose the Bank’s Country Assistance Strategy with respect to poverty reductions;
Analyzing education sector policies and strategies of member countries
Recommending education sector studies/projects/programs to be included in the lending program for each country
Preparing terms of reference for education sector studies/reports and assist Burrower in recruiting consultants, reviewing and approving reports;
Initiating and maintaining a high level dialogue with burrowers and other agencies involved in Poverty reduction.
Coordinate loan administration activities related to education sector projects/programs by;
Organizing loan negotiations and signing of loan agreements;
Ensuring full compliance with loan conditions.
Identify and coordinate the needs for co-financing education sector projects/programs and initiate proposals for funding by;
Organizing loan negotiations and signing of loan agreements;
Monitoring and reviewing education sector aid programs of other donor agencies in each specific regional member country and determining financing gaps;
Representing the Bank/Department at national and international education development related meetings such as sector working groups.
Perform other related administrative and technical duties by:
Drafting responses for related issues to be signed by the Manager or Director of Human Development;
Attending Working Groups, Loan Committees, Loan Negotiations and Board Meetings.
Liaise with other multilateral and bilateral institution (i.e. World Bank, UNESCO, and UNICEF. Etc... and regional institutions) in the context of the Bank’s operations;
Represent the Bank at seminars and conferences related to educational activities.

Selection Criteria
Including desirable skills, knowledge and experience
At least a Masters degree in Education or any related and relevant area in Human Development;
At least six years of relevant professional experience preferably in project management in Education;
Ability to understand complex problems in Education, identify key issues and recommend pragmatic solutions;
Demonstrated skills in introducing methods to enhance effectiveness and efficiency in education systems;
Ability to communicate and write effectively in English;
Competence in the use standard software used in the bank such as word, Excel, Power Point; Knowledge of SAP desirable.

JOB TITLE:  ENTRY CLEARANCE OFFICER (2)

JOB SUMMARY
The British High Commission is looking for two full time Entry Clearance Officers to work within the Visa Section. The positions are for an initial one (1) year contract and may be subject to renewal. The successful candidates will undertake a variety of tasks to support visa operations. The main duties will include:
Assessing the full range of visa applications and interviewing applicants in a fair, objective and courteous manner. Making quick and pragmatic decisions to issue and refuse visas in accordance  with the Immigration Rules, and within agreed time-scales.


Dealing with correspondence and other enquiries from applicants, sponsors and members of the public. Preparing well-presented and accurate replies, written in plain English, within target times.
Preparing written statements and paperwork related to the appeals process, and making sure that they are also well presented and accurate.

Entry Clearance Officer positions are only open to staff who have, or can obtain, UK Security Clearance. Only those who have or can obtain UK Security Clearance should bid. The UK Government also requires that all Entry Clearance Officers have successfully completed the UK Entry Clearance Officer training course. Because of the urgent need to recruit staff to these positions, preference will be given to those bidders who have already completed the Entry Clearance Officer training course.

QUALITIES NEEDED
We are looking for British passport holders with good oral and written communication skills. In particular, the successful candidates should be able to work quickly and accurately, often under pressure, have a positive approach to tackling problems and a willingness to take on new tasks. The most important qualities required are:

Good communication with excellent spoken and written English.
Computer literacy with accurate typing skills of at least 25 words per minute.
The ability to remain customer focused, polite and courteous under pressure.
The ability to work quickly and  reliably with little supervision to meet challenging targets.
The capability of making quick decisions, in accordance with set rules and the ability to show that these decisions are fair and just.
Ability to work well under pressure.

Previous experience of working within a visa section or other office environment is preferable and good keyboard skills and familiarity with computers and software packages (notably MS Word, Excel and straightforward databases) is essential for the role.

Any successful candidates who have not undertaken entry clearance officer roles within a visa section in the last two years will also be expected to successfully complete the three week mandatory entry clearance officer training course in London on a date tbc before assuming their positions.

This is a full time position from 8am – 4pm, Monday to Thursday and 8am – 1pm on Friday. One of these positions is open to job-share possibilities.
Should you be interested in part-time job-share working, please make this clear on your application form. The monthly salary is N329,656, and in addition to this you will be entitled to a personal salary protection allowance of N65,931.
Successful candidates who are not liable to pay Nigerian tax will be subject to a 10 % national tax deduction on the basic salary. The salary will be paid in Naira.

The application process is comprised of two stages. The first stage will comprise a written scenario exercise. The second stage will be an interview which will be split into two parts. For the first part  you will be presented with two scenarios to which you will be asked some questions. The second part you will be asked for specific examples of where you have demonstrated particular skills in the past. No prior knowledge of Entry clearance work is required.
